President Lyndon Johnson discussed a letter he sent to Ho Chi Minh and the probability of getting word from Hanoi in a phone conversation with Senator Richard Russell (D-GA) on March 2, 1967. President Johnson cautions the senator to keep the letter secret in hopes of opening a channel of communication with Ho Chi Minh.
